Our Goals: 

Alberta Recycling has identified key goals and strives to meet annual performance measures in each recycling program (electronics, paint and paint containers, tires, and used oil materials): 

  • All designated materials under the Stewardship Regulation available at end-of-life (EOL) are collected and processed. 
  • Ensure program sustainability by confirming environmental fees and funding rates are appropriate and effectively managed. 
  • Albertans’ awareness of the stewardship programs, proximity to collection points, and participation drive the success of the programs in effectively collecting and diverting EOL materials from landfills. 
  • Compliance with the Stewardship Regulations and bylaws, requirements for suppliers, registered processors, downstream processors, collection sites, and high environmental standards. 
  • Establishing and contributing as a pragmatic, modern regulatory oversight authority.

Summer Student

As a Summer Student, you will have the opportunity to learn from and support ARMA’s mandate. This position spans approximately 4 months, from the beginning of May to the end of August. Students will be able to work with all ARMA teams, including Stewardship, Extended Producer Responsibility (EPR), Finance, Registration, etc. However, the students’ times will primarily focus on working with the Field Services Team. You will join the Field Services team in organizing and executing various collection events during the summer months, which play a crucial role in enhancing program material capture rates and promoting awareness of ARMA's initiatives

Given the diverse locations of inspection sites across Alberta, this role primarily entails fieldwork (physical work: including lifting, walking, standing, moving materials and working in outdoor conditions) and necessitating a significant amount of travel time, approximately 2-3 days per week.

Core Responsibilities:

  • Assist ARMA's Field Services team with site inspections and material sorting at registered processors and collection sites.
  • Participate in ARMA's seasonal recycling events in Edmonton, Calgary, and Red Deer. Students will attend a minimum of 17 events and may be required to stay overnight.
  • Assist with administrative tasks, including supplier registration, data entry and report generation for ARMA's programs.
  • Support policy and program research on implementing the EPR regulatory framework.
  • Conduct research and assist in developing outreach materials for ARMA's initiatives.

Additional Duties:

  • Provide event support for ARMA by staffing booths and managing logistics during recycling events.
  • Assist ARMA with inventory management and distribution of promotional materials.
  • Perform other duties as assigned to support ARMA's efforts in promoting responsible waste management and recycling practices across Alberta.

Education & Experience:

  • Technical College certification or post-secondary diploma in a related field such as environmental sciences, engineering technology, sustainability, or working toward obtaining.
  • Strong preference for those who possess a valid class 5 driver’s license.
  • Must be able to safely lift and carry 50 lbs. unassisted. For example: 5-gallon buckets of oil, tires with rims, paint cans and paint pails.

Registration Administrator

The Registration Administrator is Alberta Recycling Management Authority’s (ARMA’s) frontline connection with organizations required under Regulation to participate in ARMA programs, or programs managed under contract for other jurisdictions. This position is responsible for the administration of the entire lifecycle of the administration of an organization’s obligations under Regulation.

Core Responsibilities:

  • Identify and follow up with organizations identified as potentially obligated under Regulation to assess the need to register with ARMA’s programs.
  • Follow up with organizations confirmed as obligated to be registered with program materials and instructions for registration.
  • Review submitted registration applications to determine the organization’s position within industry (e.g. placement and reporting obligation within the supply chain) to establish the appropriate registration type and reporting status.
  • Follow up on incomplete registration applications and process completed registration applications.
  • Contacts newly registered organizations to obtain feedback on the reporting process and address inquiries, in order to minimize future reporting errors.
  • Perform detailed analysis of requests for reporting adjustments and captures relevant backup for submission to the Director of Registration.
  • Ensure all relevant documentation is included in ARMA Connect files in preparation for the review and approval of interest waivers and write offs.
  • Ensure monthly follow-up with registered organizations who fail to submit required reporting and/or have outstanding accounts receivable balances.
  • Manage and responds to registered organization/public inquiries or concerns and escalates when required.
  • Maintain detailed record of communications with registered organizations in the required systems.
  • Manage the process for the inactivation of registered accounts when required.
  • Identify registered organizations with potential compliance issues to support the annual compliance review selections.
  • Provide level one technical support to registered organizations for the ARMA Connect system, including password resets, contact information updates, etc. Works with the Director, IT and other service providers to escalate issues as required.
  • Assist in onboarding and training for new hires in the department, on as needed basis.
  • Provide staff coverage and assistance with special projects of all aspects of department’s responsibilities, on an as needed basis, with the exception of compliance travel.
  • Maintain files in the central and electronic system according to organization records management policy.
  • Collaborate with other departments to ensure completeness of information as it relates to registered organizations.

Financial Analyst

The Financial Analyst position is responsible for providing timely financial information and assisting in developing financial reporting tools to support organizational decision making. This role will also be cross-trained in other finance functions and play a key role in supporting IT finance projects and general ledger (GL) system implementations.

Core Responsibilities:

  • Assist with financial duties including, but not limited to, financial reporting, cash flow forecasts, accounting entries, reconciliations, investment accounting, and budget support.
  • Act as a backup for Finance Administrators, processing receivables and payables accurately and in a timely manner, ensuring compliance with company policies and audit requirements.
  • Support ERP implementations by assisting with testing, troubleshooting, and process documentation.
    Collaborate with other departments to ensure efficient financial processes, effective communication, and timely service to program suppliers, participants, and vendors.

Compliance Officer

The Compliance Officer supports compliance by organizations obligated under Regulation to participate in Alberta Recycling Management Authority’s (ARMA’s) programs, through the review of an organization’s records and their submitted reporting. This position is responsible for verifying that registered organizations are meeting their reporting and payment obligations under the governing regulations and bylaws of ARMA’s programs. This position requires frequent travel to various locations within Alberta, with occasional travel out of the province.

Core Responsibilities:

  • Verify the accuracy of reporting by registered organizations through conducting assigned compliance reviews according to established procedures and the use of analytical and audit tools.
  • Plan and schedule assigned program compliance reviews, including reporting and tracking of reviews.
  • Arrange travel and accommodation in accordance with organizational policy.
  • Prepare compliance review results for review and approval by supervisor, including adjustments arising from reviews.
  • Assist organizations with the submission of other reporting adjustments (e.g. self-assessments) as required.
  • Effectively communicates the results of compliance reviews to registered organizations, identifying areas of concern, causal factors, possible solutions, and required actions.
  • Communicate issues for further follow-up with the Registration Administrator for the program.
  • Monitor and follow up on the status of self-assessments assigned to reviewed parties, ensuring completion within the assigned timeframe.
  • Assist with the development of annual compliance review selections through the use of analytical tools.
  • Assist with fiscal year-end reporting on compliance review results.
  • Provide regular compliance plan status updates to the Director, Registration throughout the year.
  • Conduct liaison visits with registered organizations and potential registered organizations according to established process.

Manager, EPR Operations

The Manager, EPR Operations is responsible for overseeing the operationalization and continuous improvement of Alberta’s Extended Producer Responsibility (EPR) system. Working closely with the Regulatory Operations Manager and Manager, EPR Strategy, this role ensures that Alberta’s EPR framework functions effectively and aligns with regulatory intent, industry best practices, and stakeholder needs.

This role focuses on system oversight, operational coordination, stakeholder engagement, and performance tracking to ensure the successful implementation and evolution of Alberta’s EPR system.

Core Responsibilities

EPR Implementation & Operations

  • Lead the ongoing implementation and operationalization of the EPR framework, ensuring alignment with regulatory requirements, bylaws, and policies.
  • Monitor and refine operational processes, ensuring the system runs efficiently and effectively for all stakeholders.
  • Collaborate with the Manager, EPR Strategy and Regulatory Operations Manager to ensure that EPR system operations align with compliance, reporting, and business planning functions.
  • Support the evolution of Alberta’s EPR system, ensuring continuous improvement based on data insights, stakeholder feedback, and regulatory updates.
  • Work with interprovincial partners to ensure harmonization where appropriate and alignment with best practices from other jurisdictions.

System Oversight & Coordination

  • Oversee the day-to-day functioning of EPR system operations, ensuring smooth stakeholder interactions and effective data management.
  • Identify and resolve operational challenges that may arise, ensuring alignment with regulatory intent.

Manager, EPR Policy and Engagement

The Manager, EPR Policy and Engagement is responsible for supporting the ongoing implementation and steady operation of Alberta’s Extended Producer Responsibility (EPR) system. This role focuses on managing stakeholder engagement, overseeing policy execution, and ensuring compliance with program objectives while continuing to refine and enhance program delivery.

As part of the Client Relations portfolio, the Manager will work closely with the Director, Client Relations, to maintain and strengthen relationships with stakeholders, coordinate engagement activities, and ensure that stakeholders have the tools and resources needed to navigate Alberta’s EPR framework effectively.

Core Responsibilities

Stakeholder Engagement and Management:

Working with the Director, Client Relations EPR, this role will:

  • Act as a point of contact for stakeholders, addressing inquiries, facilitating introductions, and providing timely, clear information to support their needs.
  • Coordinate and facilitate advisory councils and stakeholder working groups to maintain collaboration, address concerns, and align engagement activities with ARMA’s priorities.
  • Assist the Director, Client Relations, in preparing for stakeholder engagements by developing speaking points, presentations, and briefing materials.
  • Represent ARMA at stakeholder events, trade shows, and speaking engagements, with occasional travel required to share updates, foster relationships, and promote EPR goals.
  • Collaborate with Corporate Services to develop and maintain the EPR engagement calendar to ensure seamless coordination of activities and communications.
  • Maintain and strengthen relationships with communities, producers, and other stakeholders to ensure engagement activities align with Alberta’s EPR objectives.

Policy and Program Support:

  • Provide research, analysis, and policy recommendations to support ARMA’s ongoing stakeholder engagement and ensure alignment with regulatory requirements.
  • Develop and maintain high-quality stakeholder communication materials, including outreach tools, policy briefings, and training resources to enhance understanding of EPR systems.
  • Document and refine policies, processes, and procedures to support the long-term consistency and effectiveness of EPR initiatives.
  • Monitor stakeholder progress and provide regular updates to the Director, ensuring alignment with EPR program timelines and organizational goals.

Administration, Procurement & Contract Management

  • Provide leadership for administrative functions, including facilities management and office operations including budget development and management;
  • Develop and oversee office filing systems, ensuring the organization maintains adequate records retention, segregation and confidentiality and is compliant with Freedom of Information and Protection of Privacy Act (FOIPPA) in Alberta.
  • Support corporate events like the AGM, strategic planning, Board/Committee/Council/Employee meetings;

Organization Overview

ARMA is accountable to the Minister of Environment and Protected Areas and, hence, to the people of Alberta. The ARMA Board of Directors is a skills-based governance board contributing expertise to guide the organization. In addition to the Board of Directors, four Stewardship Program Advisory Councils (Electronics, Paint, Tires, and Used Oil) provide industry insight and recommendations to ARMA management and the Board of Directors on key aspects of each respective program. This allows key participants to be directly involved in developing environmentally sound and effective approaches to managing the designated materials. The Role

ARMA is seeking industry professionals to join its Advisory Councils. Councils provide insight and recommendations to ARMA and the Board of Directors for developing environmentally sound and effective approaches to managing designated Stewardship program materials. Council Members are appointed annually by ARMA’s Board.

The Council will meet at least twice yearly, with additional meetings scheduled as needed. Meetings are held during regular business hours in a hybrid format. Typically, Advisory Councils meet 3 times per year (February, June, and October), and members have the option of attending in person (at ARMA’s Edmonton office) or virtually (via Microsoft Teams). In some cases, meetings may be held at alternate locations to facilitate relevant industry tours (i.e., recycling facilities).

Responsibilities of the Stewardship Program Advisory Councils

Advisory Councils shall be responsible for the following:

  • Providing the Board with advice and recommendations on Designated Material program management, providing relevant industry input to support ARMA’s development of business plans and budgets relating to the Designated Material stream;
  • Regularly reviewing and considering the Designated Material-specific incentive and development programs (the “Programs”) terms and conditions in the context of recycling objectives;
  • Identifying policy shifts globally, nationally, and provincially with respect to Designated materials;
  • Providing advice and information related to new technologies, innovations, and trends that impact the recyclability of Designated Materials;
  • Providing feedback on specific program-related items presented by ARMA management; and
  • Recommending program changes for ARMA’s consideration that are intended further to meet ARMA’s goals or the programs’ objectives.

The Ideal Candidate

The ideal candidate is a senior industry leader in the manufacturing, distribution, or retailing of electronics, tires, paint, or used oil materials. The candidate has an excellent understanding of the industries and has been involved in an advisory capacity.

Core Competencies

Advisory Council members must be comfortable with change and able to lead an analysis of risk against long-term organizational sustainability and development. To ensure that the Advisory Council composition represents a diverse range of both general and special skills and personal backgrounds and experiences, ARMA is seeking a member who possesses a combination of the following:

Industry Experience:

  • Senior-level experience in the manufacturing, supply, or wholesale distribution of Stewardship program materials (electronics, paint, tires, oil, oil filters, oil containers).
  • Membership in relevant industry associations that represent businesses that are required to remit environmental fees on designated Stewardship program materials.
  • Board Governance or Industry Advisory Experience
  • Prior board or advisory council experience is an asset.

Remuneration

The Advisory Council members shall be eligible to receive compensation and reimbursement of expenses in accordance with Alberta Recycling’s Remuneration and Expense Policy.
